If we want to be married on the beach, can we simply have someone perform the ceremony?
No, you must first obtain a marriage license.

How do we obtain a marriage license?
The bride and groom must go together to a Register of Deeds office in any county in North Carolina. The Brunswick County Register of Deeds office is located in Brunswick County Government Center on Old Highway 17 in Bolivia. Who can perform our wedding ceremony for us?
If you are a member of a church, your clergy may perform the ceremony.
If you do not belong to a specific church, magistrates and ordained ministers may also conduct your ceremony since many churches will no longer marry anyone who isn't a church member.
